  • How do I access the forms for open enrollment?

     * FSA Enrollment Form (Section 125) - You must fill out a Flexible Spending Account Enrollment form each calendar year to elect FSA for eligible medical expenses and/or eligible dependent care expenses.

    * Blue Cross/Blue Shield enrollment or change form (only need if making a change)

  • I'm a support staff employee who receives an in lieu of coverage payment. How do I keep that status?

    To maintain your eligibility, we need these three forms and a copy of your valid health insurance card turned in.

    Health Care Declaration Form

    ⋅ Sworn Statement of Alternative Health Insurnace Coverage

    BCBS form completed with section 1, employee info, section 2, marked "refusal" and a signature and date in Section 6

    ⋅ Return the three forms with a copy of your current health insurance card to Missy Pidgeon, Payroll/Benefit Coordinator or Maura Sawtelle, HR/Benefits Specialist

     

    "An employee who is eligible for District health insurance coverage but elects not to accept this insurance and who can provide the Business Office with the required proof of alternative health insurance coverage shall be eligible for an “in lieu of coverage payment” through payroll to total $2,250 for FY’19 while employed and prorated from the date of hire."

  • When Is Open Enrollment?

     Open enrollment is NOW - December 14, 2018 !

     The following drop-in times, and open enrollment info sessions and locations are as follows:

    • Thursday, November 29, 2018, 8:15 am - 10 am – drop in, CHAMBERLIN conference room (main office area) 
    • Wednesday, December 5th, 2018, 3:30 pm – 4:30 pm - large informational meeting, SBHS, Room 226 
    • Thursday, December 6th, 2018 7:25 am – 7:50 am – large informational meeting, RMCS, Library
    • Tuesday, December 11th, 2:45 pm - 3:20 pm – large informational meeting, CHAMBERLIN. Library
    • Friday, December 14th, 8:30 am – 9:30 pm, - Large informational meeting, BUS GARAGE, Landfill Road 

    We anticipate being onsite again at each school location at least once during the week of December 10th – 14th. Watch for more info on the website and in your emails. 

    The deadline for submission of related open enrollment forms is December 14, 2018.  If you cannot make a meeting, contact Missy Pidgeon, or Maura Sawtelle, for an appointment to complete your paperwork. 

    If you do not take any action or submit any new forms, your current coverage will remain the same.  This will include coverage for health, dental, life/ADD. You will lose your opportunity to make FSA elections, and to make any changes to plan selections or coverage for dependents outside of a qualifying life event. Remember, you must fill out a form each calendar year to make FSA (flexible spending account) elections.

  • When are the informational meetings and drop in sessions?

    The district will be holding open enrollment meetings and informational drop in sessions / sign up sessions.

    Missy Pidgeon is available by appointment in the Business Office located in SBHS during the weeks of 11/26 - 11/30 and December 6, 7 , 10, 11, 12, 13 and 14th. 

    Maura Sawtelle is available by appointment 8:30 - 5 in the HR Office within the Superintendent's Office at the FHTMS, November 21, 26, 27, 28, 29 and December 10, 11, 12, 13 and 14th

    We will be holding open enrollment meetings and drop in infomational and sign up meetings at the following locations:

    Monday, November 26, 2018 11 am - 2 pm at ORCHARD School Open Enrollment walk-in Help in the conference room

    Tuesday, November 27th, 2018 10:30 am - 12 pm at SBHS for walk in for information and sign up assistance

  • What if I do not compete new enrollment forms for insurances?

  • What if I do not make any elections for health savings accounts?

    If you are enrolled in District healthcare with an HRA, then your account will be funded automatically with applicable amount.  Your reimbursements will be made in check form, as direct deposit information may not be available.

    If you are enrolled in an FSA and have $5-$500 remaining from the previous year, this amount will be rolled over (See IRS Regulations).  If you do not have funds remaining, the account will be unfund and not available to you.  An election form is required each and every year.

    If you maintain the same coverage and same plans there will not be any changes in premiums for the remainder of FY19.  If you change plans or the number of persons who are covered there most likely will be changes in cost. This information will be made available at an open enrollment meeting.

  • The district is going to a new Third Party Administrator (TPA), who will that be?

    The district will be moving to a new third party administrator to process Health Savings accounts (including FSA, HRA, HSA).  The company is csONE Benefit Solutions headquartered in Concord, NH.  The company has over 40 years of experience in the healthcare industry.  They have experience working with school districts and are familiar with Vermont insurance plans.

  • When will we learn more about csOne and the transition?

    We will provide more information about csOne during our open enrollment meetings and will provide information about the company and how they will transition our accounts and provide services to our employees via this website.  They will begin transitioning our accounts in mid December for a January, 2019 start date.

  • What happens during after the blackout Period?

    New csONE Benefit Solutions Benefit Debit Cards will be mailed to employees.  2 per household.  Requests for additional cards may be made.  The cards will not be active prior to 1/1/19.  The cards will be funded with prior available balances with rollover funds applied.  New debit cards will be loaded with the new plan year benefits.

  • Why is a blackout period necessary?

    In order to settle your available FSA year end balances and activate your new FSA account.  Your new account will include any applicable FSA rollover funds from 2018 ($5 - $500 may carry over) into your 2019 account.  A year end reconciliation of the account is necessary for this to occur.

    Yes, persons who are enrolled in a district health plan with an HRA, HSA or FSA will be issued a debit card.

  • When and how are FSA accounts going to be transferred from DataPath to csOne?

    As of Midnight 12/10/19 through 12/31/18, no new FSA reimbursements will be processed by the current TPA, DataPath.  This period is called a blackout period.

  • When and how are HRA accounts going to be transferred from DataPath to csOne?

    Posted by:

    The way in which HRA claims are currently processed by DataPath will remain unchanged during the transition.  DataPath will pay HRA claims incurred up until December 31, 2018 11:59 pm.  From January 1, 2019 at 12:00 am on, csONE Benefit Solutions will administer HRA claims.  Providers will continue to bill BC/BS of Vermont and the TPAs will process the claims.

  • What can I use the csONE debit card for?

    The Debit card will be available for use for HRA / FSA approved pharmacy expenses, FSA approved medical purchases, qualifying dental and vision expenses if you funded one from your paychecks.  After your deductible (which re-starts each calendar year on January 1st) has been satisfied, your HRA funds deposited by the SBSD will become available.

  • What if I still have funds in my FSA from 2018?

    Under IRS regulations, you may rollover up to $500 to the next year's FSA.  However, you must complete a new form for the new year.  There will be a grace period of 90 days for payment of qualifying medical expenses incurred for the previous calendar year.

  • What is the contribution limit for an FSA?

    For 2019, employees may contribute $2,700 to health FSAs, up from the limit of $2,650 for 2018.  The increase also applies to limited-purpose FSAs that are restricted to dental and vision care services.  See IRS Revenue Procedure 2018-57 issued November 15, 2018.
